How much to boost to make video louder
Decibels measure the change in level. A boost of 6 dB roughly doubles the size of the sound wave, 12 dB roughly quadruples it, and 20 dB multiplies it by ten. For speech that is a little quiet, 6 dB is a sensible first try; the higher settings suit recordings that are very quiet throughout.
Boosting raises everything in the sound track together, including background hiss and room noise, so a very quiet recording boosted by 20 dB will sound noisier as well as louder.
The limiter
A digital sound track has a ceiling, and a boost that pushes loud moments past it would normally clip them, flattening the tops of the wave into harsh distortion. This tool passes the boosted sound through a soft limiter: anything below 80% of full scale is left as it is, and anything above is eased smoothly towards 98% of full scale, never reaching it.
Passages that stay below that level get the full boost, while shouts, laughs and other peaks are held back rather than distorted. A limiter changes the loudest parts' shape a little, so at the top settings, loud material can sound compressed.
What is re-encoded
The sound has to be decoded to change its level, so it is always re-encoded, to AAC. When the video is H.264 or HEVC and your browser can encode AAC, the picture is copied into an MP4 without being touched, which is fast and keeps its full quality.
Video in other codecs is re-encoded along with the sound, to H.264 and AAC in MP4, or to VP9 and Opus in WebM when your browser cannot make MP4, provided your browser can decode it.

- Not when the video is H.264 or HEVC and your browser can encode AAC: the picture is copied without re-encoding and only the sound is re-encoded. Other videos, provided your browser can decode them, are re-encoded in full.
